The front of the tefillin is to be placed ABOVE where the hairline is or was, and the back should therefore be between 1/4 to 1/3 of the way towards the top/center of the head. Translation: the bottom surface should rest completely on either skin (of the top of the head, not forehead) or hair and should never hang loosely in any way. I know it seems to be a concern over minutiae, but just as a necktie isn't worn properly when too loose or askew, at least at least similar standards apply when one is wearing tefillin -- whose proper usage is clearly defined in jewish law books and discussionsA.B.https://www.blogger.com/profile/01589500849392390120noreply@blogger.com
